Backgroundinformationconcerningtheuses,ownershipandassociatedcostsforLID measureswasalsocompiled.IngeneralLIDmeasuresaremorecosteffectiveandlower inmaintenancethanconventional,structuralstormwatercontrols.Notallsitesare suitableforLID.Considerationssuchassoilpermeablility,depthofwatertableandslope mustbeconsidered,inadditiontootherfactors.Further,theuseofLIDmaynot completelyreplacetheneedforconventionalstormwatercontrols. Maintenanceissuescanbemorecomplicatedthanforconventionalstormwatercontrols becausetheLIDmeasuresresideonprivateproperty.Inmostinstances,homeowners agreetoonlythefirstyearofmaintenance.Homeownerassociationscouldbea mechanismforprovidinglong-termmaintenancetotheseareas.Generally,bioretention facilitiesrequirereplacementofdeadordiseasedvegetation,remulchingasneeded,and replacementofsoilsafter510years.88
