Flood protection for thecommunity will be provided by new“high ground” that will be builtinside the existing levees thatcurrently surround the site. Theform of the town is based on boththe Jeffersonian grid found

throughout the San Joaquin Valley,the dendritic forms of the naturalriver system, and the remnants ofthe Rancho Pescadero, the Spanishland grant of which this land was apart. A new town center on theriver will serve as a port for rivertraffic and the symbolic heart of atown that will help define a newdelta lifestyle.
