BDO运行部现场处置方案

一、应急响应程序

目的:根据公司《应急管理规定》和《综合应急预案》的有关规定,为确保在装置运行过程中,能够及时妥善地处理突发事件,避免或减少人员伤亡和财产损失,设法维持装置安全稳定和长周期运行。

1、发生一般事故,导致单元系统停车,可能影响整个装置运行

操作人员立即汇报当班班长,当班班长应通知相关工艺员,若涉及设备、安全则通知相关设备员、安全员。如果在中班、夜班则汇报运行部值班人员和调度中心。工艺员到场后将情况向工艺主管通报,设备员到场后将情况向设备主管通报。若情况比较严重,工艺主管到场后将情况向分管生产副总经理通报,设备主管到场后将情况向分管设备副总经理通报。

2、发生火灾、爆炸、停电、停仪表风、停蒸汽、自然灾害等重大事故,导致整个装置停车

当班班长应立即通知相关工艺主管,若涉及设备、电气、仪表则通知相关设备主管。如果在中班、夜班则还要通知运行部值班和调度中心。工艺主管同时通知本装置工艺员、设备员、安全员尽快赶到现场,并向分管生产副总经理和/或分管设备副总经理报告。生产副总经理将情况向总经理汇报。
